Harvard-led education reform could strengthen U.S. learning outcomes for future international students

International students with advanced U.S. degrees gaining higher priority under new H-1B reforms in 2025

The four-year state partnership aims to enhance education quality and accountability, reinforcing the U.S. as a reliable destination for global learners.

A new Harvard Graduate School of Education (HGSE) initiative is set to make studying in the U.S. even more attractive for international students, including those from India. The States Leading States (SLS) program brings together nine U.S. states to identify what truly improves learning outcomes through research and evidence rather than politics.

The four-year initiative, led by Harvard’s Centre for Education Policy Research (CEPR), collaborates with state governments to evaluate real-world education policies, from literacy programs in Colorado to summer learning and math initiatives in Alabama. By doing so, it aims to create stronger academic environments, better student engagement, and measurable outcomes across schools and universities.

For Indian students, this means the U.S. is actively investing in education quality, accountability, and long-term improvement. As states refine policies using data-backed insights, students can expect institutions that are more aligned with evolving skill demands and better prepared to support diverse learners.

Experts say such efforts reaffirm America’s commitment to evidence-based education reform, positioning it as a forward-looking destination where both domestic and international students can thrive in a system built on transparency, innovation, and measurable progress.
