Something genuinely new is happening in Indian higher education. For the first time, students can earn a degree from a British or Australian university without leaving the country, paying international tuition, or managing a foreign student visa. As of July 2026, three foreign university campuses are fully operational in India, more than fifteen have received UGC or IFSCA approval, and analysts project over thirty campuses by 2030.

This is not a minor policy update. It represents the most significant structural shift in Indian higher education since the IIT expansion of the 2000s. Consequently, students who are currently deciding between studying in India and studying abroad now have a third option that did not meaningfully exist two years ago.

This guide covers every operational and approved foreign university campus in India as of July 2026, how the two regulatory frameworks work, what fees actually look like, and the honest question most students need answered: is a foreign campus in India actually worth it compared to studying at the university’s home campus abroad?

How foreign university campuses in India work: two frameworks

Before listing the universities, understanding the two regulatory frameworks that govern these campuses is essential, because a student’s rights, degree recognition, and future options differ depending on which framework their institution operates under.

The UGC Mainland Framework

The UGC issued its regulations for foreign higher educational institutions in 2023, allowing internationally ranked universities to establish degree-granting campuses anywhere in India outside the GIFT City special economic zone. Under this framework, the foreign university establishes a legal entity in India, receives a Letter of Intent followed by a Letter of Approval from UGC, and then operates under ongoing UGC oversight.

Degrees awarded under this framework carry the full accreditation of the awarding foreign university. They are not Indian university degrees. Students graduate with the same degree designation as students at the university’s home campus. The UGC approval does not automatically guarantee that every Indian employer or government body recognizes the degree equivalently to a domestic degree, so students targeting government employment or PSU roles should verify specific recognition before enrolling.

The IFSCA Framework at GIFT City

The International Financial Services Centres Authority governs education at India’s GIFT City, which is a special economic zone in Gandhinagar, Gujarat. Universities operating at GIFT City receive IFSCA approval rather than UGC mainland approval. These campuses operate under a different regulatory environment designed specifically for an international financial hub, and they received permission to open before the UGC mainland framework was finalized, which is why Deakin University at GIFT City opened in July 2024 as technically the first foreign university campus in India.

The practical implication for students is that GIFT City campuses are well-suited for programs in finance, financial technology, business analytics, and computing, but the course range is currently narrower than what a mainland campus can offer.

Operational foreign university campuses in India: July 2026

Three foreign university campuses are currently conducting classes in India as of July 2026. Every other institution listed in this guide is approved but not yet fully operational.

Deakin University, GIFT City, Gandhinagar (Operational since July 2024)

Deakin University became the first foreign university to operate a full branch campus in India when it opened at GIFT City in July 2024. The campus enrolled approximately 43 students in its first year, which reflects both the novelty of the model and the early-stage nature of awareness among prospective students.

Deakin is an Australian public university consistently ranked in the top 1 percent of universities globally. The GIFT City campus offers programs in business, financial technology, and data analytics at both undergraduate and postgraduate levels. Fees are set at approximately 30 to 50 percent below the cost of studying at Deakin’s Australian campuses, while the degree awarded is identical to what a student would receive in Australia.

University of Wollongong, GIFT City, Gandhinagar (Operational since November 2024)

The University of Wollongong launched its GIFT City campus in November 2024, offering programs in Financial Technology and Computing and Data Analytics. UOW also offers scholarships for high-achieving students and early acceptors, which meaningfully reduces the effective cost for qualifying students.

UOW ranks consistently in the top 200 globally and has a strong research profile in engineering and computer science. Its GIFT City programs are specifically designed for students targeting careers in fintech, banking technology, and data-driven financial services.

University of Southampton, Gurugram (Operational since August 2025)

The University of Southampton holds the distinction of being the first foreign university to open a mainland campus in India under the UGC’s 2023 regulations. It began classes at its Gurugram campus in August 2025 with approximately 170 students, making it the largest of the three operational campuses by enrollment.

Southampton is a member of the Russell Group of leading UK research universities and ranks consistently in the global top 100. Its Gurugram campus offers engineering and technology programs at the postgraduate level, leveraging the campus’s proximity to Delhi NCR’s technology and manufacturing hub.

Illinois Institute of Technology is set to become the first American university in India under the new mainland framework. Queen’s University Belfast at GIFT City will be the first Russell Group university at the special economic zone.

Which 5 foreign universities are coming to India?

The five universities that have received UGC Letters of Approval as of June 2026 are:

  1. University of Southampton (already operational at Gurugram since August 2025)
  2. University of Liverpool (Bengaluru campus, accepting applications for August 2026)
  3. University of Bristol (Mumbai, opening late 2026)
  4. University of York (Mumbai, opening late 2026)
  5. UNSW Sydney (Bengaluru, opening August 2026)

These five represent the universities that have moved from Letter of Intent to Letter of Approval, which is the formal UGC authorization to begin academic operations. The UGC has additionally issued Letters of Intent to 10 or more other institutions, with a total of 15 LoIs issued across all rounds, meaning the pipeline of incoming institutions is substantially larger than the approved list alone.

How many foreign universities are there in India?

As of July 2026, three foreign university campuses are fully operational in India: Deakin University and the University of Wollongong at GIFT City, and the University of Southampton at Gurugram. Approximately 18 to 19 institutions have received formal approval from either the UGC or IFSCA, with most scheduled to begin operations between August 2026 and 2027. The UGC has issued Letters of Intent to 15 or more additional universities, meaning the total number of campuses is expected to grow significantly through 2027 and beyond.

Analysts project more than 30 foreign campuses in India by 2030, with expansion into healthcare, sustainability, and data sciences beyond the current concentration in business, computing, and engineering.

What does it actually cost?

This is the question students and families most need answered, because the entire value proposition of foreign university campuses in India depends on the fee differential versus studying at the home campus abroad.

Fees at Indian branch campuses are generally set at 30 to 50 percent below the equivalent program at the university’s home campus. In absolute terms, this means annual fees currently run in the range of INR 10 to INR 25 lakh per year at most operational campuses, compared to INR 25 to INR 50 lakh per year for the equivalent program in the UK or Australia once living costs are added.

CampusAnnual Fee Range (India)Equivalent Home Campus Cost (Approx.)Saving vs Home Campus
Deakin University, GIFT CityINR 12 to INR 18 lakh per yearAUD 35,000 to AUD 45,000 (approx. INR 20 to INR 27 lakh)30 to 40 percent
University of Wollongong, GIFT CityINR 10 to INR 16 lakh per yearAUD 32,000 to AUD 42,000 (approx. INR 19 to INR 25 lakh)30 to 40 percent
University of Southampton, GurugramINR 15 to INR 25 lakh per yearGBP 25,000 to GBP 35,000 plus living (approx. INR 45 to INR 60 lakh total)50 to 60 percent

The saving on total cost is even larger once living expenses are removed from the equation. A student studying at the Southampton Gurugram campus who lives at home in Delhi NCR pays only tuition, whereas the same student at Southampton UK pays tuition plus GBP 1,000 to GBP 1,500 per month in living costs.

Is a foreign campus in India worth it compared to studying abroad?

This is the honest question, and it deserves a direct answer rather than marketing language.

The case for a foreign campus in India is strong if:

You want a globally recognized degree without the cost of living abroad. The degree you receive from Southampton Gurugram or Deakin GIFT City is the same qualification as the one awarded to students at the home campus. Employers who recognize the awarding university’s degree recognize it regardless of where the student studied. For fields like technology, data analytics, and business, this equivalence holds in both Indian and international hiring.

You want to reduce your total education investment significantly. A two-year master’s at Southampton Gurugram at INR 15 to INR 25 lakh per year totals INR 30 to INR 50 lakh. The same program in Southampton costs approximately INR 45 to INR 60 lakh in total. The saving is real and meaningful.

You have family, professional, or personal circumstances that make relocating abroad for two years difficult. Foreign campuses in India give students the academic credential without the relocation requirement.

The case for studying at the home campus abroad remains stronger if:

Your goal is to work and potentially immigrate in the destination country after graduation. A degree from Southampton India does not qualify you for the UK Graduate Route post-study work visa. Only physical completion of a program in the UK on a Student visa qualifies for this. Similarly, Deakin India does not qualify for Australian post-study work rights. Consequently, if post-study immigration is a core part of your plan, studying at the foreign campus in India achieves the academic credential but not the immigration pathway.

You want the full international experience, including the professional network, the peer diversity, and the employer relationships that campus placement in the destination country provides. A student at Southampton UK builds a UK-based professional network during their studies. A student at Southampton Gurugram builds an India-based network from a UK-credentialed position, which is valuable but different.

How to verify whether a foreign campus is genuinely approved

Not every institution claiming to offer a “foreign university degree” in India operates under proper UGC or IFSCA authorization. Before applying to or paying any fees to any institution, verify its status through official channels.

For UGC mainland campuses, check the UGC’s Foreign Higher Education Institutions portal at ugc.ac.in. The portal lists institutions that have received Letters of Intent and Letters of Approval. An institution that appears only on a university’s own website but not on the UGC portal has not received formal authorization.

For GIFT City campuses, verify through the IFSCA website at ifsca.gov.in. GIFT City institutions are listed separately from mainland UGC-approved campuses.

Additionally, confirm that the degree the institution proposes to award is formally listed in the awarding university’s official academic calendar and that the branch campus has the authority to confer that specific degree, not merely to deliver instruction on behalf of a twinning arrangement.

The bottom line

Foreign university campuses in India represent a genuine third option for Indian students who previously faced a binary choice between domestic institutions and full international study. The degrees are real, the savings are substantial, and the framework is becoming more established with each new approval cycle.

However, these campuses do not yet replace studying abroad for students whose goals include post-study work rights, immigration pathways, or deep international professional network building. The value proposition is strongest for students who want a globally recognized credential at significantly lower cost, who plan to build their career in India, and who have personal or financial reasons to remain in the country during their studies.

Frequently Asked Questions

Which 5 foreign universities are coming to India?

As of June 2026, five foreign universities hold UGC Letters of Approval to operate mainland campuses in India: the University of Southampton, which is already operational at Gurugram; the University of Liverpool, which is accepting applications for its Bengaluru campus for August 2026; UNSW Sydney, which opens its Bengaluru campus in August 2026; the University of Bristol, which is planning a Mumbai campus for late 2026; and the University of York, also targeting Mumbai for late 2026. Separately, Deakin University and the University of Wollongong operate at GIFT City under the IFSCA framework and are already conducting classes.

How many foreign universities are there in India?

As of July 2026, three foreign university campuses are fully operational in India: Deakin University at GIFT City (operational since July 2024), the University of Wollongong at GIFT City (operational since November 2024), and the University of Southampton at Gurugram (operational since August 2025). Approximately 18 to 19 institutions have received formal approval from UGC or IFSCA, with most scheduled to open between August 2026 and 2027. The UGC has issued Letters of Intent to more than 15 additional universities, and analysts project over 30 operational foreign campuses in India by 2030.

Do foreign university campuses in India offer the same degree as the home campus?

Yes. Foreign university campuses in India that operate under UGC 2023 regulations or IFSCA GIFT City regulations award the same degree from the same awarding university as students who study at the home campus abroad. A student graduating from Deakin University’s GIFT City campus receives a Deakin University degree, and a student graduating from Southampton Gurugram receives a University of Southampton degree. The degree does not specify the Indian campus location on the certificate. However, these degrees do not qualify students for post-study work visas in Australia or the UK respectively, since those visas require physical completion of a program in the destination country on a student visa.
