Yes. AdBK is open to international applicants including Indians. Admission is based entirely on artistic portfolio quality and the aptitude test (Eignungsprüfung). Academic grades or CGPA are not evaluated.
Yes. As a Bavaria state institution, AdBK charges zero tuition for all students including non-EU/Indians. The only payment is the semester contribution of ~EUR 145/semester (~₹27,550/year).

AdBK offers Diploma programs in Fine Arts (painting, sculpture, graphics, new media), Design, and Restoration/Conservation, plus an MA/State Exam in Art Education. All programs are 4–5 years, German-taught.
