White House clarifies Trump’s balanced view on the H-1B program

Nov 25, 2025

The administration says President Trump supports skilled immigration where it helps build advanced industries while keeping long term opportunities strong for American workers.

The White House has described President Donald Trump’s stance on the H-1B visa as a balanced and practical approach, reaffirming that the United States will continue to welcome skilled professionals when they play a vital role in national growth. Press Secretary Karoline Leavitt said the President remains committed to strengthening American manufacturing and protecting local jobs but also recognizes the value of foreign talent in highly specialized sectors.

Leavitt noted that when foreign companies invest in the United States and build sophisticated facilities, especially in areas such as batteries, semiconductors, and advanced manufacturing, they may initially require experienced global workers to get operations running. Over time, the administration expects these facilities to create opportunities for American workers as well.

Recent remarks from Trump at the U.S. Saudi Investment Forum highlighted this point. Citing billion-dollar chip factories in Arizona, he explained that companies cannot rely on general labor to operate complex machinery on day one, making skilled international workers essential during the setup phase. He added that this approach supports U.S. competitiveness in strategic industries.

The administration has also stressed that the goal is not to restrict high skill immigration but to ensure it complements American workforce development. For many international professionals, the statements signal continued openness toward expertise that strengthens the U.S. economy while maintaining a long-term focus on domestic employment.
