The cost of healthcare in the US is high and rising every year, it also disrupts an international student’s academic plans. Most US universities automatically enroll international students into the school’s health plan and bill the cost to their student account. 

At many large public universities and research institutions, student health insurance plans (SHIPs) can range from roughly US $2,000 to more than US $7,000 per year.

Stanford’s Cardinal Care premium hit US $8,232 a year in 2025, while Purdue’s 2025-26 SHIP costs US $1,678 for the basic annual tier. 

But private international student health insurance plans can start as low as US $30-$50 per month (US $360-$600/yr) for basic coverage options.

Most US universities auto-enrol international students into SHIP and post the charge to their bursar account. But the share of students staying in SHIP fell to 24 % in 2024, down from 29 % in 2023 as more students got health insurance waivers.

Missing a waiver deadline automatically enrolls you in SHIP. The premium is typically non‑refundable. Many universities, such as USC require you to submit a waiver request by the third Friday of the semester.

At UC San Diego, the Fall 2025 waiver window opened May 12 and ran through September 14. But universities do get a flood of calls after the portal closes from students who forgot or submitted incorrectly.

For instance, USC demands all claims be settled in the US and the exact evac/repat limits above. Similarly, University of Washington will waive only if the plan is valid nationwide and shows those same dollar floors. University of Houston also has a “no annual limit on basic care.”

Colleges and universities in the USA publish their waiver criteria online and define exact benefit thresholds. You can visit your university’s online waiver portal and read the instructions before filling the student health-insurance waiver form.

Most schools require students to submit:

  • a signed electronic waiver form,
  • proof of alternate coverage in U.S. dollars,
  • official policy documents (brochure/summary), and
  • evidence of coverage dates that fully overlap with the school’s plan period.

At institutions like the University of Houston, waiver submissions are uploaded to a third‑party portal managed by Academic HealthPlans, which performs a compliance audit and sends a status update within 7-10 business days. 

If additional details are needed or if the policy fails to meet criteria, you typically have a short window to correct and resubmit before the deadline.

Also, if the coverage does not match their exact definition of comparable coverage, the student health insurance waiver will be rejected and you’ll be enrolled in the school plan, without a refund.

Once you know what universities look for and when to submit, the next step is to pick and prepare a plan that actually qualifies, not just pays claims.

Here is a practical roadmap that many successful Indian applicants follow:

  1. Start early (60-90 days before classes)

Private plans sometimes take time to issue documents. And universities may not accept last minute uploads. In fact, missing upload timing is one of the most common waiver rejection reasons.
